There are several major changes to the lithium battery: 

1. The loading requirements for Clauses 2.3.2.2, 2.3.2.3, 2.3.2.4 for battery-operated walkers are simplified and standardized, which requires the air operator to be responsible for ensuring that the walker is properly secured and protected. Preventing the walker from being damaged by other luggage or cargo and causing danger; the 60th edition of the DGR in the DGR for the use of the lithium-ion battery-powered walker has been deleted in the 60th edition of the term “collapsible”;

2. Clause 3.9.2.6 adds two sub-clauses (f) and (g), which respectively specify:

 (f) Add a new category guideline for the case where a hybrid lithium battery contains lithium metal and lithium ion cells.

 (g) From January 1, 2020, lithium battery or lithium battery manufacturers and subsequent distributors must provide a summary of their UN38.3 test.

 3. Add a new dangerous goods item to the 4.2th Dangerous Goods List, UN 3536, a lithium battery installed in the cargo transport unit;

 4. The list of dangerous goods in the list of 4.2, the ERG code in the Nth column under the entry for all lithium batteries, changed from the original 9FZ to 12FZ;

 5. Section 4.4 Special Provisions (SP), Amendment A201 to include an allowable clause that allows a lithium metal battery or lithium ion battery to pass the approval of an airline operator, the country of destination and the region Passenger aircraft for transportation;

 6. Section 4.4 Special Provisions (SP), under which new SP entries are added, A213 and A334, respectively, as follows:

 A213 For lithium-ion batteries containing lithium metal cells and lithium-ion cells, they must be assigned to UN 3090 or UN 3091, and when they are assigned to Section II, they are subject to appropriate restrictions;

 A334 as specified in SP A213, subject to the conditions applicable to such lithium batteries and to be transported under approved conditions;

 7. Under Chapter 7 Marking and Labeling Requirements, its 7.2.2.3.2(c), with the addition of a hazard label for the new Type 9 lithium battery, requires that the lower half of the label be in addition to the hazard category number “9” In addition, no other text can be reflected; at the same time, since the original Lithium battery handling label has been replaced by a new Lithium Battery Mark, and the 2019 new lithium battery label is mandatory, the old one is deleted. Lithium battery operating label;

 8. In Appendix B, B.2.2.4, two new sets of new cargo IMP codes are added for UN 3090, Section II of PI 968-EBM and UN 3480, Section II of PI 965-EBI.

*The implementation standard of the shipping certificate is unchanged, still IMDG (Amdt. 38-16) 2016 edition

*The application for the change of the air shipping certificate will be started from November 20, 2018. 

*The original copy of the 2019 air shipping certificate will be issued on January 1, 2019.
